Abstract

The article is dedicated to the J.Althusius original theory on the nature of the power, it’s foundations, principles of interacting between society and government institutions. Principles of popular sovereignty and rule of law enable political and legal control over the authority to protect the communities. The federalism potentially let preserve sovereign rights under the control of the people. The establishment of power activities parameters and consequent organization of the state structure provides a freedom space free from illegal aggression of power institutions.
