The paper presents an analysis of current trends in the financing of higher education in the member states of the European Union, namely the evolution of higher education financing strategies of 2005- 2014 years, changes in funding various systems during this period and criteria for the allocation of public funds in higher education. Public funding reflects the traditional funding model, which aims to support the functioning of public higher education and ensure the equal access to higher education. The advantage of this approach is active and diversified participation in higher education in countries with high income and high financial resources. During the period from 2008 increase in public funding of higher education is in Germany, Norway, Sweden, Austria, Belgium (Flanders) and Poland. Greece and Hungary show the decrease.
