Abstract

Thesis is devoted to the explication of social-transforming potential of the idea of Europe. The conceptualization of this idea as a factor of self-organization of the societies was held on the basis of freedom and inalienable human rights. The role of the idea of Europe in the eurointegration processes is exposed in the thesis. It is substantiated that convergence of the societies sharing the European values is carried out not on the principle of the unification but through the expanding of variant possibilities of society development in the framework of the relevant public transformations. On the generalized basis of the western and Ukrainian experience is indicated that the idea of Europe is structured system of views capable to set up a humanistic and democratic orientation for the modernization transformations of the public life in societies with different historic experiences and readiness to the self-renewal. It is outlined that transtemporality of the basic senses presenting the potential of the idea of Europe is founded on the values of freedom, equality, solidarity, justice (fairness), rule of law, human dignity, peacefulness, veneration for the life, tolerance, democracy. The heuristic potential of the idea of Europe in the transformations of societies with the socialist past is analyzed. The idea of Europe in a way of accenting the subsidiarity principle and demand of the freedom of culture can serve as a motivation in democratic transformations of social life. It is found out that imaginary forms of the European socialization are emerging owing to the false identification of the idea of Europe with the consumption society values. It is proved that strengthening of the public-converting potential of the idea of Europe takes place through the mechanisms of inclusion and exclusion of empiric and hypothetical subjects of the European community. Justice as a constituent part of the European idea, unity of moral and right control this mechanism providing its transparency and non-repressiveness. It is argued that Europe presented as a dream, as a standard of inheritance and as a super complex of permanently developing social system, has accordingly different mechanisms of influence. In first case these mechanisms are formed on the basis of utopian thought, in the second – on mimetic rationality, in the third – through the discursive mind setting the autopoiesis of the idea of Europe. Possible risks of identification of the idea of Europe with geographical co-ordinates or report of this idea to the philosophy of geography are analyzed. These risks are determined on one hand by narrowing of prospects of development of societies aspiring to take the place in the desired macro public constellations without any cardinal changes and on the other hand – by strengthening of frustrations connected to the incomprehension or erroneous interpretations of imperatives of the idea of Europe. It is demonstrated that structural potential of the idea of Europe is opened out in the dimension of positive freedom, which is a pre-condition of constituting of new political reality on principles of democracy and rule of law. The EU history is examined to assess the effectiveness and viability of humanism senses of the idea of Europe. In these social spaces a moral and right become an important factor of public changes and transformations. It is argued that determination and legal fixing of fundamental human rights, freedoms and dignity is the response for the imperatives outlined in the idea of Europe. It is proved that emancipatory potential of the idea of Europe is increased in the development cooperation processes in the European continent. The imperative “doing Europe” is a confession of prospect of public advancement, which is realized in the sustainable growth strategies of the European countries.
