Abstract
Solving the problem of economic security at the level of each individual citizen, enterprise and country in general should become the backbone for determination of Ukrainian nation, basis for the future harmonious personal development and economy stability. Social exclusion is a relatively new concept, however, over the decades it has developed parallel to the ideas of individual socio-economic security. According to Ukrainian studies, 37,7 % of households are in the state of acute social exclusion. The critical consequences of this phenomenon for the formation of socio-economic and individual security are the following: social exclusion of the poor that brought about the change of their motivation system and contributes to lumpenization, which in future will lead to inevitable death of Ukrainian democracy. So, for the development of socially-oriented society by ensuring human development should be social inclusion, which requires of comprehensive approaches and mutually agreed actions in various fields focused at solving problems of social exclusion in economic, social and political areas simultaneously.
