Abstract
The article is dedicated to the idea of popular sovereignty and the development of such concept in different historicalandsocio-cultural contexts.Popular sovereignty is the product of thepoliticalmythology.Theproblem ofthe real content of the popular sovereignty principle has not universal character and depends on place and time, in other words on the specific society organization and the presence of developed institutional network that is created by themost active part of population concerned about guaranties and protection of personal rights and properties.It is stated that idea that is non-legal by its nature can be realized effective only through establishment of the forceful political and legal control over the power institutions activities.
