Abstract
We consider the specifics of evolutionary transformation in the quality of national education, to ensure the increase of the theoretical and practical level of training of modern competitive specialists. The article focuses on the basic conditions of quality assurance in education: a high level of qualification of teaching staff; the motivation of all participants to improve the quality of education; transparency of information at all levels of higher education; sufficient resources and their equitable distribution based on the achieved quality; flexibility of educational content; mobility of teaching staff and students; academic freedom, autonomy and independence. It is proved that the system of the modern nation of higher education should be aimed at: creation of a system of values that affect the quality culture in education; promoting the need for accumulation of knowledge as at the country level and on a personal level in a wide choice and responsibility; stimulating demand for "consumption" of knowledge expressed in the increasing demand for intelligence; promotion of investment in the education system.
