Abstract
The article is devoted to physical culture and sports law as one of the most actual aspects of implementation and maintenance of state policy in the field of physical culture and sports. It has been found out that physical culture and sport legal relations can arise as a result of acceptance, joint publication or signing by subjects of normative provisions and provision of services considered as the theoretical and practical bases of occurrence, production and termination of physical culture and sports legal relations and can begin, exist, continue, change and cease on the basis of the appearance of some specific legal facts. This may not necessarily be a legal fact, but, in most cases, the legal and regulatory component is firmly based on it. All the above-mentioned acts regarding the emergence, change and termination of physical culture and sports legal relations, are further divided into legal and unlawful. As a rule, all acts of the two subjects should be only lawful, but sometimes there are also unlawful actions, decisions or inactivity, which may also necessarily cause a change or termination of existing athletic-sports legal relationships. They can be committed by both of the above-mentioned actors who wish to pursue their interest in the field of physical culture and sports. It was found out that the basis of the legal personality-individual form of treatment of each participant in sports and sports events is a certain action, the result or result of which is a fact, and all grounds regarding the emergence, change and termination of physical culture and sports legal relationships should be determined by the relevant and targeted state normative acts.
