The article presents the development of the child welfare system in local communities of the United States during the middle of the XIX century before the beginning of the twentieth century. In article features of origin of socialwork in local US communities. The essence and peculiarities of the early stage of formation of the social security system of children who needed help. It described the role of local communities in the maintenance and observance of the rights of children without parental care. It presents a series of laws that assert the right of children to a full life, to ensure their physical, psychological and emotional development. The role of specialized institutions for children, which were created at the initiative of local communities US states. The expanded value of the community care for children left without care and for children who were brought up in families affected during immigration, hunger and disease or racial discrimination.
