We analyzed materials in the historiography about his life, teaching, scientific, and educational activity from the middle of the XIX – to the beginning of the XXI centuries. We looked deeper in initiating by him the traditions of the School of Historians of the St. Volodymyr University. We investigated that V.Ya. We established that his work during 1849-1862 consisted the second period of the development of the School of Historians of St. Volodymyr University as a whole. We emphasize on the basis of analyzed studies about Professor Shul`gin that he belonged to the founders of Ukrainian historical education and science and developed the traditions of the School of Historians at the St. Volodymyr University. We explored the memoirs of students O.V. Romanovich-Slavatinsky and V.G. Avseyenko about V.Ya. Shul`gin. We investigated that Professor Shul`gin had a considerable prestige and great respect among students of the St. Volodymyr University in 1849-1862, that he was brightly evaluated as outstanding individual, who actively created his time. We conclude that V.Ya. Shul`gin came to the St. Vlolodymyr University young (27 years old) and worked with a big desire for the benefit of education and science. He inspired by his selfless work others to the study of World and Russian History and Local History. We verify that V.Ya. Shul’gin demonstrated cult of knowledge, high erudition, general culture and the desire to create. He taught future talented specialists and researchers, educated a broadly and impartially thinking young generation of citizens, inspired others to study Russian and World history, History and Culture of their Native Land. We show that V.Ya. Shul`gin contributed to the beginning of the formation of traditions of the School of Historians of the St. Volodymyr University as a whole. We substantiate that V.Ya. Shul’gin should rightfully take the place of honor among the Ukrainian teachers and scientists of the Russian Empire in the middle and the second half of the XIX century.
