Abstract
The article deals with the conflict between the two ministers of the UNR Government in exile – military affairs by General Victor Pavlenko and the press and propaganda by Alexander Kovalevsky. Prior to his appearance, the legitimate suspicions of part of the army unit of the UNR led to the fact that the distribution of funds from the state treasury (including those received from the Polish government) did not take place in the interests of battles, who were forced to withstand all the inconveniences of camp life without almost any material resources to maintain their own military organization. During one of the meetings with O.Kovalevsky V.Pavlenko resorted to physical violence against him, threatening with this weapon and causing him beatings. Such a deed actually put V.Pavlenko outside the army, and in the future in Poland he was in a civil position as a regular Ukrainian emigrant. Despite his qualifications and experience, V.Pavlenko was not able to adapt sufficiently to life in emigration, and in the second half of the 1920's adopted a fatal decision to return to the USSR.
