Abstract
According to many modern scholars, the formation of an independent Ukrainian state took place at the IV Universal of the Central Council on January 22, 1918. All further Ukrainian state education that arose during the national liberation struggles were "variations" on the theme of national construction. There are still heated discussions around the last statement. And what stages Ukraine went through in 1917 - 1918 and its leaders, to become independent, should be considered in more detail.
