Abstract
The article is devoted to conceptual problems of responsibility and self-organization in urban communities, in the context of European and Ukrainian municipal self-government. The focus is on the value and socio-cultural determinants of urban self-government development, the conceptualization of urban space. The author actualizes theoretical approaches related to the phenomenon of the Ukrainian post-Soviet city, outlines the theoretical essence and the practical necessity of a comprehensive self-governing model of municipal governance in Ukrainian cities. It is emphasized that the existing model of social paternalism in Ukraine, the practices of city management are historically and culturally rooted, incompatible with the European patterns of municipal self-government and representative democracy.
