Abstract
The article presents a brief historiographical analysis of historical and jurisprudential research on the features of state-founding processes both in the Ukrainian People’s Republic and in the Belarusian People’s Republic. A comparative analysis of the legislation of the UNR and the BNR was conducted with a particular focus on the Universals of the Central Rada and the charters of the Rada of the BNR, the Constitution of the Ukrainian People’s Republic and the Interim Constitution of the BNR. The impact of the Ukrainian revolution of 1917–1921 on the formation of the BNR was also examined.
