Abstract
The article is devoted to the study of foreign experience on activation of entrepreneurial initiative and self-employment of the population. For example, the overhaul of employment promotion strategies in the EU has shown that the process of activation of entrepreneurial initiative and self-employment involves large-scale educational activities (holding road shows, seminars, trainings, consulting business representatives to find the know-how and necessary technologies; best practices for organizing and running small businesses), infrastructure and institutional support to build credit, marketing and distribution networks to promote and repair business links between universities, research institutes and small enterprises
