Abstract

The article deals with the current state and tendencies of development of housing and communal infrastructure of Ukraine in the conditions of development of circular economy. Based on the results of the analysis, the following conclusions are made. The total housing stock of Ukraine decreased by 8.54% over the period 2011-2018, with an average of 0.85% per capita. The number of apartments in the period under review decreased by 11.52%. The share of total living space with water supply in the period 2011-2018 increased by 3.15%, equipped with sewage by 3.09%, heating by 9.81%, hot water supply - by 8.4%, equipped with gas decreased by 0.12%. Thus, it is possible to note the slow increase in the volume of living space equipped with communal amenities. The development of urbanization is a global trend and is regarded as one of the aspects of the emergence of a circular economy. The development of urbanization is accelerating and requires considerable capital investment in the creation, modernization and renovation of housing and communal infrastructure of growing cities. According to the studies, the deterioration of the housing and communal infrastructure of Ukrainian cities is 40-75%, which requires considerable expenses for capital repairs and reconstruction. The experience of Kyiv in carrying out capital works in houses and various energy efficient measures is only positive in accordance with the adopted target programs, on the basis of co-financing. An important issue for the development of large cities in a circular economy is the issue of waste generation and management. At the end of 2018, the amount of accumulated waste in the city of Kyiv amounted to 12388.4 thousand tons, which is 11.95% of the total amount of accumulated waste in the whole territory of Ukraine. The share of utilized waste in the territory of Ukraine in 2018 amounted to 29.42%. Given the low level of utilization of generated waste, 12972428.5 thousand tons were accumulated in the territory of Ukraine, of which 12217.2 thousand tons of I-III hazardous waste was accumulated.
