Abstract

The article deals with the current state of housing and communal infrastructure in Kyiv. The basis of the housing and communal infrastructure of the city of Kiev is the housing stock, which as of 01.01.2019 consisted of 11,511 high-rise buildings, 103 dilapidated and 2 emergency dwelling houses. The management of housing and communal infrastructure operation in the city of Kyiv has been transferred to the state district administrations. Utility management companies make up 57.21% of the total number of companies, condominiums - 15.45%, housing and communal services companies - 8.99% and private operating organizations - 18.35%. The highest growth rate in the creation of condominiums was recorded in 2016 at the rate of 2% compared to the previous year. The level of payment for housing and communal services in the city of Kyiv during the study period (2015-2019) is much higher than in Ukraine as a whole. The best indicator of the level of payment for utilities in Kiev was 107.2% in 2017, taking into account the repayment of debts of the previous years. In 2018 and 2019, the level of payment for utilities in Kiev decreased to 106.4% and 102.7%, respectively, taking into account the payment of previous periods' debts. Household and residential area revenue increased in 2018 by 46.97% compared to 2017 and 2.29 times compared to 2014, driven by an increase in utility tariffs almost twice in comparison with previous periods. The analysis of the dynamics of changes in the housing stock of the city of Kyiv for the period 2014-2018 has given the opportunity to draw the following conclusions. The share of the total area of the housing stock equipped with water supply was 98.1% in 2018, sewerage - 95.7%, heating - 96.1%, gas - 63.8%, hot water - 96.7%. As of January 1, 2019, the elevators of the Kyiv city buildings are divided as follows: more than 25 years of operation - 45.7% of the total number of elevators, from 20 to 25 years of operation - 9.7%, up to 20 years of operation - 44, 6%. In general, the current condition of the lift economy of the city of Kyiv does not fully meet the modern safety requirements.
