Abstract

The aim of this article is to detect areas of concern crucial to achieve independence of local budgets, that fund social-economic development of certain districts, and to present an argument for effective social management in municipality. Authors are convinced, that in-depth analysis of all functions and duties in social areas, that are responsibility of regional state administration, and definition of their duty in new public management system are required. The article suggests organizational and legal forms options, that can be used as a basis for common structures to which some part of local community authority can be delegated. There are two ways to applicate such organizational and legal forms. The first one is to create common public utilities established by some or all local communities of a future district, which has some obvious benefits. Another one is to unite existing public utilities of said local communities. In contrast to first way, duties of central regulation remain, so a scheme of eliminated district public services is partially reproduced. In terms of redistribution of functions and authority in social area due to the decentralization reform, we should foresee an option of withdrawing those functions and authority from public administration and delegating them to market instead. For this we should prognosticate equal cooperation between private sector and public administration in terms of financing that activity. There are few possible approach to resolve this concern. A general one is proportional remuneration, when a share of state, local authority and the service user is defined, so the cost is fixed. Another independent or supplement approach is to establish a payment threshold, thus users pay proportionally to their income and impoverished people do not pay at all. It is also possible to adopt tariff approach, or approaches based on payment "pools", when contributions are gathered in order to distribute money among deprived people. Given the importance and urgency of the problem of autonomy of local budgets, this problem must be addressed first of all with the involvement of the public. The public should be guaranteed the right to withdraw certain social functions from the sphere of authority of local self-government bodies and to use these functions exclusively by market levers.
