Abstract
The article deals with the problem of accessibility, quality and effectiveness of education for residents of rural areas. We have studied the main factors that affects negatively on development of rural preschool education. And it turned that the most important is that the structure of the network does not fully take into account the educational, educative, health improving and cultural needs of rural children, which is the cause of creating unequal conditions for the training and development of rural and urban children; general decrease in the number of children affects the network of educational institutions, the increasing number of secondary schools with a small number of students, and as a consequence - reducing the quality of education, low social status of teaching activities, lack of mechanism of well-time and full providing schools with educational programs, materials, equipment, lack of modern information support, lack of pre-school educational institutions, etc. We see the solution of these issues in abidance of the coherence of government policies on the development of preschool education in general and in rural areas in particular, taking effective management decisions aimed at reducing the suspension of a network of pre-school education, upgrading the material and technical base, holding strong personnel reform, the introduction of new technologies education.
