The article is devoted to the phenomenon of information culture as one of the main factors in the regulation of social information systems. The research methodology combines scientific approaches of classical and post-non-classical paradigms of scientific thinking, in particular, the use of the dialectical method gave rise of information culture dynamics analysis in the context of information and communication revolutions; application of system approach methods: structural, functional, system analysis, allowed analyze the role of information culture in the formation and development of society as a complex information system; the use of historical and comparative methods provided a definition of the role of information culture in the formation of power relations in the historical context. The scientific novelty of the study is the analysis of the dynamics of formation and development of information culture as a regulator of power relations in social information systems. The authors note that the defining feature of society as a self-developing information and communication system is ability to acquire and transfer the knowledge, and institutes of social communication take the main place in this process. For society as a complex information and communication system those communication messages are socially significant that have certain axiological purpose for this specific society, facilitate the consolidation and form the social memory. Each new phase of information and communication revolutions defines the quality level of information culture development in social information systems and their place in power hierarchy. Those social information systems that quickly adapted to new historical conditions, raising the level of information culture of society in the use of the information civilization achievements: writing, printing, television and media technology, etc., won the position of information leadership and, consequently – political domination. The authors come to the conclusion that under conditions of information warfare, which is the main mechanism for destabilization of present geopolitical processes, information culture is the most effective tool for self-development of social information systems well as for ensuring its security.
