Abstract

The article is devoted to the need to systematically revise a number of terms and concepts available in the Ukrainian legal framework for inclusive education, as well as to develop a relevant thesaurus, characterized by internal consistency of terms and their compliance with international norms. Despite the fact that repeatedly both domestic and international Experts stressed the inconsistencies and contradictions of the legal framework for inclusive education in Ukraine, there has been no systematic review of the terminological definition of the necessary concepts, achieving their internal consistency and compliance with international standards. Our analysis of the legal framework for inclusive education for 10 years (2010-2019) allowed us to conclude that there are such groups of shortcomings as the lack of cornerstones for the inclusive process concepts (the goal of inclusive education; SMART goal as the core of individual development program; environment at the level of the whole educational institution); undisclosed meaning of concepts (inclusive educational environment; quality inclusive education, continuity, partnership); concepts with distorted content in relation to international norms (services, support team, potential opportunities, needs, monitoring). Therefore, it is now necessary to conceptualize the concepts of inclusive education, namely: revision, rethinking, clarifying the content of certain definitions, bringing disorganized knowledge into the system. This direction of work, in our opinion, will allow: effective impact on public consciousness, increasing the level of inclusive competence of educators, which will be implemented in their practice of consistent implementation of inclusive education in educational institutions.
