The article analyzes the economic and legal support of the united territorial communities (UTC) created in Ukraine since the beginning of the decentralization reform in 2014. The peculiarities of the process of decentralization of power in Ukraine are analyzed. The dynamics of the results of decentralization reform in Ukraine for the period 2014-2020 is reflected. It is concluded that the decentralization reform continues, the process of creating UTC is intensive, the process of amending the regulatory framework governing the decentralization process also continues. It was found that the structure by groups of UTC by population is as follows: the largest share is 1 group of UTC (24.1%), with a population of over 15 thousand people; on the second place - 5 group of UTC (cities of regional value) (33,8%), on the third place - 3 group (population from 5 to 10 thousand persons) (22,5%), on the fourth place - 2 group (population from 10 to 15 thousand people) (18.8%), in fifth place - Group 4 (population up to 5 thousand people) (11.8%). Revenues and expenditures for 2019 by groups of united territorial communities created on the territory of Ukraine are analyzed. The composition of UTC expenditures for 2019 was analyzed. In general, expenditures of UTC financial budgets in Ukraine exceeded revenues by 44.83%, which indicates the inefficiency of budgeting of created UTCs. It is concluded that a significant share of expenditures for the maintenance of the management staff in the UTC. According to the analysis of the direction of capital expenditures in UTC, it was found that most capital expenditures are aimed at improving the condition of the housing stock. Based on the analysis of the state of the housing stock located in the UTC, a conclusion was made to increase capital expenditures to maintain the proper physical condition of the housing stock, taking into account the presence of dilapidated and emergency housing. It is substantiated that in order to intensify the economic development of territorial communities it is necessary to ensure effective communication between executive authorities and local governments, organizational and methodological assistance to local governments in planning activities and expanding sources of funding for UTC development, disseminating information on successful practices of cooperation projects. It is advisable to provide access to all UTCs to the best practices of cooperation of individual UTSs.
