Abstract

The article considers theoretical and practical problems of regional policy formation in Ukraine. The main study concentrates on the legal regulation of the issues of state regional policy formation. There were formulated its main tasks and priorities. It was revealed that the main strategic priority of the regional policy of Ukraine should be the formation of innovation and investment model of development to ensure the competitiveness of the regions. Regional policy should cover three aspects: the external aspect, considering which the central authorities must pay attention to the interregional proportions of development; intra-regional, which includes the actions of local authorities mainly at their own expense and under their own responsibility; reformist, which is to strengthen the role of the regional level in the territorial organization of the state in the implementation of decentralization reform. The essence and directions of regional policy directly depend on the level of economic development of the state and the specifics of its socio-economic problems. The best world practices on regional development were also analyzed. In each country there are elements of state regulation of regional development. Regional policy can be active, institutionally isolated, equipped with specialized tools, etc. Or it may be inconspicuous, weakly stand out among other areas of state activity. To some extent, foreign experience in regulating regional development can be applied in Ukraine. Herewith, the experience of development of regions with depressed economies may be especially interesting for us. We consider the experience of Poland to be the most adapted for use in Ukraine. Regulation of the spatial organization of the economy is becoming one of the most important functions of the state, as the development of regional socio-economic systems in modern conditions cannot be carried out based only on the mechanisms of market self-regulation. Based on world experience, it can be stated that the policy of non-interference leads to regional problems and violation of the integrity of the national economy and society.
