Abstract
In the provisions of the scientific article, the author provides an analysis of opinions on resistance to change in the process of reforming residential institutions in Ukraine. Conclusions were made based on the results of the project commissioned by the Ministry of Social Policy of Ukraine with the support of the World Bank in Ternopil region (2019-2021). The statistical data clarified during the project implementation are presented. The essence of deinstitutionalization is revealed, as well as manifestations of resistance to this process at different levels (social, institutional, personal). The challenges of resistance at the state / public level are emphasized. The difficulties of reintegration of a boarding school inmate are analyzed. The forms, signs and reasons of resistance which the person makes during changes are described. Ways (methods) of overcoming resistance by employees of boarding schools in the conditions of deinstitutionalization are determined. Emphasis is placed on the importance of distinguishing such competence of pedagogical staff of boarding schools as readiness for change
