Abstract
At the late XIX – at the early XX century public schools in Ukraine teachers' training were funded not enough. The state was concerned about training of teachers, shifting care to organize and conduct courses and teachers' conventions on civil society organizations and districts, reserving the function of monitoring the implementation of laws.
