Abstract
The article examines the main patterns of development of the states in a pandemic. It was determined that the attention of scientists is focused on the problem of the impact of the pandemic on world political and globalization processes in general, and much less attention is paid to the issues of functioning in the conditions of the renewed world order of individual states, including from the post-Soviet space, which also need to determine the vector of further development, so as not to follow the path of institutional isomorphism, what determines the relevance of the research. In this connection, the goal was set to identify the universal patterns of development of the states in a pandemic, which can become lessons for the states of the post-Soviet space. It was revealed that the pandemic had a universal catalytic effect on existing political processes, revealing weaknesses in the functioning of political institutions on the one hand. On the other hand, the coronavirus has demonstrated the ability to accumulate a collective resource to achieve sociopolitical goals. The results of the study found that COVID-19 forced society to make a choice between the universal regularities of the development of states: totalitarian control and freedoms, as well as between global solidarity and national isolation. The impact of the pandemic on the spread of political protectionism among the states is assessed. The situation with the alignment of forces and the shift of the center of influence in the world political arena from West to East is characterized. It was concluded that the growth of failed states is expected in the foreseeable future. It has been established that the resumption of the spread of globalization trends is expected, primarily in the information field. It was determined that the search for a balance between the tasks of national and global development continues. It is pointed out that the universal pattern of development of the post-Soviet states, based on modeling their behavior from the standpoint of the Poincaré's theorem, will be their movement along their own trajectory, which will lead to the “paradox of political return”, as a result of which the movement towards the achievement of common goals, taking into account the experience gained, will continue.
