Abstract

Establishing a democratic, social, independent, legal state, recognizing the individual as the highest social value, reforming the organizational structure and functional purpose of public administration, introducing a model of partnership between the individual, society and the state while optimizing power regulation state and law-making processes in Ukraine should be aimed at the practical implementation of the provisions of the Constitution, constitutional, organic and other laws of Ukraine. An effective solution to these issues concerns almost all areas of administrative reform in Ukraine, namely: the creation of a new legal framework governing public administration; formation of new institutions, organizational structures and tools for public administration, etc. With the acquisition of independence, the solution of these issues becomes the goal of many government programs, the content of which is to reform national entrepreneurship and the economy as a whole. Unfortunately, currently the degree and quality of implementation of these and other state programs to optimize public relations in the field of entrepreneurship does not give the desired results, studies of effective regulation of such administrative and legal relations also did not occupy the desired place in the works of administrative scientists. According to various international estimates on the ease of doing business, Ukraine is in the top 100 countries in the world, the index of investment attractiveness of our country on a five-point scale ranges from 2.4 to 2.6 points, the index of economic freedom Ukraine traditionally remains in the group - outsiders. It can now be argued that the state of legal regulation of entrepreneurship does not satisfy entrepreneurs, consumers and the government itself. Ukraine remains unattractive for business, attracting and protecting investments, a country with a low level of openness and transparency of internal market regulation, and so on. Overcoming this situation is the most urgent task for both scientists and statesmen.
