Abstract

Based on the analysis of normative and methodological documents, the results of an empirical study conducted on the basis of territorial probation bodies revealed the problems of persons sentenced to punishments not related to imprisonment, conditions and real practice of providing them with social support services, identified problems of this activity and justified ways to increase its effectiveness. It was found that the purpose of probation is not only to control the behavior of the convicts, but also to assist them in overcoming factors that can lead to repeated crimes. Such factors can be the problems and difficult life circumstances (SLS) of convicts. These studies have shown that the majority of convicts are met with such circumstances, the most common of which are unoccupiedness, material predicament, the use of psychoactive substances, destructive conflicts in the family and with the environment, negative emotional states and lack of proper living conditions. The main types of assistance to convicts in solving such problems in probation are informing, advising and redirecting to social service providers, social support from service providers – training, referral to employment and assistance in the treatment of addiction. The main problems of the existing system of social support of persons who are registered with the probation service are the insufficient diagnosis of their difficult life circumstances, the formal nature of the redirection and the lack of specialized social services. Implementation of the system of diagnosis of convicts on the basis of probation bodies, providing them with basic social services by interdisciplinary teams of specialists directly on the basis of probation departments, development and approbation of complex specialized services to probation subjects on the basis of territorial communities
