The article is devoted to the study of the theoretical foundations of modernization of organizational forms of education in higher education institutions in crisis conditions. The author analyzes modern research on the outlined issues and defines the basic concepts of the study. The scientific achievements of the representatives of the Institute of Philosophy of the National Academy of Sciences of Ukraine, conducted under the leadership of M. Popovych (V. Ivanov, S. Krymsky, V. Meisersky, B. Parakhonsky), as well as the works of scientists of the Institute of Higher Education of the Academy of Pedagogical Sciences of Ukraine V. Andrushchenko Lutaya, M. Mikhalchenko, G. Temka. Objectives of the article: study of the state of study of these issues; consideration of the essence of key research concepts: "education", "modernization of education", "modernization of organizational forms of education"; substantiation of urgency of modernization of organizational forms of training in HSE in crisis conditions. The article emphasizes that the dynamics of changes in the understanding of the concept of "education", the expansion of its social and societal context is associated primarily with the growing role of education in modern society. Modern education is truly becoming a productive force and a guarantor of national security, and the modern economy is becoming increasingly dependent on the knowledge of each person, because the main means of improving its efficiency are human resources.According to the author of the publication, the development of open (virtual) universities in Ukraine is hampered by the following factors: insufficient access to networks and cost of access; lack of legal framework for the creation and certification of virtual universities and virtual structures in higher education; costs of computer, software and development of training materials; imperfection of the knowledge assessment system for open education; low level of information culture of teachers of all levels and preparation of students for independent study. The article proves that the concept of "modernization of education" is quite broad, there is almost no unified wording. As a rule, the meaning of this concept is reduced to the introduction of such principles of the Bologna system of education as reforming, improving, improving the quality of education and so on.
