Abstract

The article deals with theoretical and applied aspects concerning implementation of new organizational and legal forms for the restructuring of the social sphere management system. The consequences of the invasion of Ukraine by the Russian Federation caused such a requirement. The article considers proof-based analysis on the issue that the current situation requires reorganizing the management system of social institutions, including education, health care, social services directed at creating new organizational and legal forms. The paper proposes to create a new type of governing body for the social sphere in the regions which have been mostly affected by the Russian aggression - a separate special district. It should act as the main administrative body of budget funds; distribute centrally procured resources; act as a party in relations with the central authorities on the provision of educational, medical and other social services under state programs; set standards for the provision of social services; organize staffing of institutions; act as a manager of sponsorship and charitable assistance; reorganize the network of institutions in coordination with the military-civilian state administration. It is also proposed to create and use temporary organizational units - specialized mobile brigades - to meet the needs of IDPs in a number of regions of Ukraine for social services providing. Specialized mobile teams should consist of specialists on social service provision for a certain period of time - a year, six months, a quarter. They actually act as temporary educational, healthcare and social care institutions. The introduction of such a structure will allow to use the professional potential of social workers as efficiently as possible and to avoid the development of crisis phenomena in a number of regions due to the presence of a large number of internally displaced persons. Proposals on the process organization concerning attracting non-residents to the work on the restoration of highly qualified services provision are made including the work of higher educational institutions, medical units of the tertiary level. The inclusion of foreign specialists will allow to resume the work of these institutions in a fairly short time, regarding the urgent need for social services of this profile provision.
