Abstract

In the conditions of intensified globalization and innovation processes, improvement of the business planning system is important both for organizations and for the efficient functioning of the economy as a whole. Business planning is a strategically significant area of activity of any economic entity, regardless of the sphere of existence, scale, directions of work, use of resources, or market conditions. Activity planning is an important aspect of the modern and prospective development of united territorial communities. Local territorial development involves the interaction of entrepreneurship, community, and local authorities. Therefore, planning the effective development of the community determines the development of the territorial economy in such areas as the social sphere, the sphere of health care, and environmental protection. The interaction of these links and their effective management and planning determines the optimization of the system of economic development of the united territorial communities (UTC) as a management body and in general as a business entity. The article systematizes modern scientific views of domestic and foreign researchers and scientists on business planning in general economic and managerial aspects. This approach conditions forecasting, evaluation, and improvement of various methods of achieving the set goals of the business entity by analyzing its condition under the influence of external factors. This makes it possible to define business planning as a systematized and unified process of making effective decisions on the part of management by allocating resources and choosing from alternative options the best way to implement plans. The principles, methods, information base, standardized requirements of UNIDO, EBRD, EBRD, TACIS, BFM Group, and methodological recommendations for the development of a business plan of state structures discussed in the article are systematized in accordance with the structure of activity planning as a tool for regular ongoing assessments and updating of current and strategic plans UTC. The latter, in turn, is determined by the development of one's own internal capacity to attract more effective investments, to develop one's own business, which is a prerequisite for increasing jobs and general economic development of the community and, ultimately, improving the living conditions of its residents. The determination of the strategic planning of the UTC as an effective method of systematic and consistent actions to unite the efforts of those interested in the development of their community, residents, entrepreneurs, and local government to create partnerships aimed at creating a positive business environment and increasing the competitiveness of the activities of the UTC for successful attraction of investments and provision of the progressive development of the territorial community.
