Veteran entrepreneurship and business in Ukraine: institutional, financial and project components of practical implementation

Abstract

The article describes the institutional features of the formation of veteran entrepreneurship during the period of martial law, and indicates the financial instruments for supporting veteran businesses. It is noted that in practice, in order to attract veterans to entrepreneurship, to provide assistance to veteran business entities, it is necessary to correctly understand the veteran environment, to assess the readiness of veterans for entrepreneurial activity. The authors analyzed the programs «VARTO», «VARTO 2.0», «VARTO+GO» in terms of providing financial support to veterans and their family members for the purpose of implementing projects by the Ukrainian Veterans Fund. They compared the characteristic features of the implementation of these programs and gave examples of already successfully financed projects in 2022. The authors presented the main determinants that contribute to the development of veteran businesses; indicated the motives that encourage veterans to open their own businesses; noted the barriers that exist on the way to own veterans’ affairs; outlined the needs of veterans in terms of improving veteran entrepreneurship. Some priority directions for financing veteran initiatives for 2023 are indicated, namely: business for energy efficiency (supporting projects aimed at increasing energy efficiency); support of Ukrainian public organizations (social support for veterans, support for children of veterans, mentoring support for entrepreneurs, barrier-free projects); enterprise in production specialties (stimulation of legalization of the work of workers in production specialties and retraining); entrepreneurship for the defense-industrial complex (technological developments, tailoring of military clothing, production of dry rations); veteran entrepreneurship in the restaurant business, publishing business; support of the agro-industrial complex (the economy of agriculture and the agro-industrial complex). The team of authors in the article notes that by creating a veteran business in Ukraine, the government pursues the goal of stimulating the registration of private enterprises, legalizing business, increasing the amount of tax revenues to the state budget, strengthening the economy of Ukraine, increasing the number of self-employed persons and hired employees, reducing unemployment and shadow employment. In the article, the authors draw attention to the fact that the support and development of veteran initiatives and veteran business is one of the key priorities of the Ministry of Veterans. And in this matter, two aspects are important – legislative and practical. The legislative component consists of the developed project of the law, in which a number of concepts and categories are fixed for the first time. Practical initiatives relate to the introduction of worthy financial instruments that would give an opportunity to boost the development of veteran business. Grants for war veterans offered by the eRobota grant program on the Diya government portal are presented. The opinion was expressed that in the post-war period it is worth accelerating the development of veteran, women’s, youth and social entrepreneurship in various sectors of the national economy.
