Abstract
The article examines the impact of the Russian-Ukrainian war on the security situation and changes in the system of international cooperation in the Arctic. Authors attempt to establish the possible consequences of changes in the spheres of collective response and management of regional international relations on the basis of a systematic analysis of official documents and materials of a number of institutions and organizations that determine the features of international cooperation in the region, as well as scientific publications on this issue, the changes that took place in connection with the international reaction to Russian armed aggression, including those, related to the beginning of the full-scale war. Authors examine the challenges to international security and the termination of cooperation with the aggressor in regional international organizations, which serve as a platform for regulating Arctic policy and a forum for relevant communications. Attention is paid to the factor of the sanctions policy applied to the aggressor with the aim of separating it from the latter’s political regime and stopping its military actions, as well as influencing the position and capabilities of Russia in the Arctic region. As a result of the study, it was concluded that the Russian aggression against Ukraine destabilized the system of international relations in general and in the Arctic region in particular. The suspension of the work of the Arctic Council and other regional organizations was caused by ethical and civilizational factors related to Russia’s unprovoked aggressive full-scale war against Ukraine but raised the issue of the need to continue collective regulation of important issues within their competences. It seems unlikely that the aggressor will participate in the activities of the Arctic Council and other organizations in the nearest future. However, prospectively, with a change in geopolitical circumstances, it is possible to return to the cooperation of the eight countries of the region within the framework of a joint organization with the aim of coordinating the implementation of urgent environmental, climatic, cultural and other issues.
