The author claims that for productive communication, high school students must know the basic principles and rules of rhetorical art. The effectiveness of rhetorical activity depends on the speaker's competence (performance of communicative tasks, consideration of psychological principles, harmonious combination of verbal and non-verbal means of communication). For the successful implementation of the system of work on the formation of rhetorical competence of students of grades 10-11, it is necessary to take into account the typological characteristics of high school students; peculiarities of perceiving and understanding statements, the ability to self-control the communicative act in order to convince and influence the audience of listeners. It is necessary to refer to the work of psychologists and psycholinguists regarding the peculiarities of speech and thinking activity; individual and psychological characteristics of the subjects of the educational process in order to ensure an individual trajectory of self-development and self-realization; formation of high school students' sustainable motivation to improve speech competence and rhetorical culture; creation of a developmental communicative environment. The process of forming the rhetorical competence of high school graduates requires teachers to have basic knowledge about the content and system of work in the specified direction, their awareness and realization of the powerful potential of all subjects, the use of knowledge from general and age psychology, psycholinguistics, pedagogy and linguistic didactics. Based on the research of scientists, the author identified a set of pedagogical conditions that can be created for the effective formation of rhetorical competence of students of grades 10-11, in particular: the creation of a cultural educational environment; enriching the content of educational subjects with a focus on improving rhetorical competence; the use of learning technologies aimed at the formation of defined competence; purposeful preparation of high school students to master rhetorical skills and abilities using various forms of educational activity; application of modern software and methodological support of the researched process; establishment of effective interaction of the subjects of the educational process, which is oriented towards the development of rhetorical abilities and skills; acquiring communicative experience in using rhetoric as a means of influence. The consistent implementation of the organizational and pedagogical conditions identified during the research makes it possible to significantly increase the effectiveness of the process of forming the rhetorical competence of high school students on the basis of social partnership
