Abstract
The article examines the issue of support and development of small and medium-sized businesses in Ukraine during the war. Based on the analysis of statistical data, it was concluded that in the pre-war period of 2010-2021, the number of enterprises in Ukraine decreased by 10, including the number of large enterprises increased by 4.09%, the number of medium-sized enterprises decreased by 16.54%, the number of small enterprises decreased by 10.37%. It was determined that during the studied period of 2010-2021, the structure of active subjects of large, medium, small and micro-businesses in the territory of Ukraine is almost unchanged, small enterprises have the largest specific weight (99.06 in 2021). It was determined that the war had a negative impact on the development of small and medium-sized businesses in Ukraine. many enterprises were forced to close, people lost their jobs and source of income, which negatively affected the financial condition of Ukrainian families. Almost half of small and medium-sized enterprises actually stopped economic activity, 20% relocated within Ukraine and 4.4% moved abroad. It was determined that despite the problems caused by the war, some small and medium-sized enterprises managed to find opportunities to adapt their work to war conditions: some of them were able to make money from the demand for certain goods and services in the conflict zones, for example, the demand for construction and logistics increased. In addition, some SMEs have found success by focusing on exporting to other countries. Generalized methods of support and development of small and medium-sized businesses in the conditions of war in Ukraine: state program of full or partial relocation for businesses, international and state financing, investment and aid programs, changes in customs legislation, selective reduction and abolition of customs taxes, simplification of documentary checks, transition to remote work methods, electronic document management.
