Abstract

The article says about the topical need in the review of the cadre composition in the inclusive educational establishments. The comparative analysis of the cadre composition in Ukrainian educational system and in other countries is provided; the urgent need in the position of special education teacher as the competent professional not only in the fulfillment of his/her professional duties regarding the support of students with special educational needs (SEN), but also as a coordinator of the support team, school administration and other personnel towards development inclusive educational environment and addressed support of each person with SEN is emphasized. The goal of the article – to single out the content of the activities of the coordinator of the support team of students with special educational needs in management activities` aspect considering international standards and to identify the different options of the possible coordination of these children in the inclusive educational environment in Ukraine. Research methods – comparative analysis of the national and international experience on the issues of team support of students with special educational needs for further conceptions` systematization regarding the content and the process of the support teams operation; generalizations of the factors of effective management of inclusive education; specification of the structural components of the professional profile of the SEN Coordinator, active training of the support teams (master-classes, mentoring), surveys, analysis of support team members` reports in Ukrainian schools. As the result of the conducted study based on the professional standards of special education teacher and SEN Coordinator in USA, untypical activities directions are systemized in the context of the national legal and educational materials, which allows to achieve positive transformations in educational establishments, which provide educational process for children with SEN. The article reflects active training of the support teams aimed at the mastering of necessary skills for providing of the different levels tasks and for establishing functional coordination. The effectiveness of such a training is approved by surveys and teachers` reports. This research, which was conducted with consideration of SENCO professional standards: 1) allows to realize the systematicity of innovative tasks related to coordination of the support teams of students with SEN; 2) outlines the ways of possible functional coordination under existing conditions (absence of the relevant positions); 3) emphasizes on the necessity of the development of professional profile and functional tasks of the special education teacher (special pedagogue), which will essentially strengthen cadre potential in order to provide responsible and effective support of persons with SEN and quality education for all.
