Abstract

The article analyzes the approaches to the main conditions and factors that affect the state of state border security in today's conditions, investigates the influence of these conditions and factors on various aspects of the operational and service activities of the State Border Service of Ukraine. The threats and dangers that affect or may affect the activities of the State Border Service of Ukraine during the war and in the reconstruction period are outlined. A set of appropriate organizational, legal and financial measures is proposed for the effective functioning of state border protection bodies, overcoming the specified dangers and risks and risks, and to solve problems affecting the operational and service activities of the State Border Guard Service of Ukraine during the wartime and reconstruction period, namely, the need to improve the conceptual and doctrinal foundations, in particular, the revision of strategic documents, in particular, the updating of the Integrated Border Management Strategy for the period until 2025 and the development of a new Action Plan for 2023-2025 regarding the implementation of this Strategy, taking into account the new challenges of the military and reconstruction period, development of the Public Security and Civil Protection Strategy, creation of working groups to identify problems of regulatory and institutional support for the activities of entities that protect the state border of Ukraine, development of integrated border management tools that will allow adapting to the constant impact of threats to national security , which are completely impossible to eliminate, this approach involves strengthening national stability, optimizing the structure and number of bodies and units of the State Border Guard Service of Ukraine, taking into account current recalls, etc.
