Abstract
The article defines socio-humanitarian development as the most important condition for the formation of human capital, the sphere where the formation of a person as an individual takes place, as the main resource of social and economic progress of society. The article emphasizes that the leaders among highly developed countries are those countries that have achieved high standards in the socio-humanitarian sphere - in education, health care, and culture. It is emphasized that in achieving high socio-humanitarian goals, Ukraine follows international norms and standards of social rights of citizens, which are enshrined in the legal acts of the United Nations and the International Labor Organization. The genesis of the essence of the main documents regulating the social rights and freedoms of citizens around the world, which include: the Universal Declaration of Human Rights; European Social Charter; European Code of Social Security; International Covenant on Economic, Social and Cultural Rights; Charter of social security; Community Charter on Basic Social Rights of Workers. The article shows that in all international documents there is an idea that the states of all countries of the world should provide their citizens with decent work, health care, the right to education, social protection, social inclusion, etc. Of the 17 Sustainable Development Goals, the main goals are Goal 3 to ensure healthy lifestyles and promote well-being for all at all ages and Goal 4 to ensure inclusive and equitable quality education and encourage lifelong learning opportunities for all people.
