Abstract

The article offers an analysis of functional and moral-normative indicators that determine the interaction between the precariat and the welfare state. In the context of the analysis, the need for social transformation of a vulnerable social community and the institution of social welfare is emphasized. The relevance of the research problem is determined by the functional failure of the existing de jure institution of the welfare state in Ukraine. The reasons for its inefficient social functioning are substantiated, a social diagnosis of the hierarchical version of clientelism, which is unable to solve the social problems of the precariat, is given. The study focuses attention on the collision between liberal and social democratic views on the welfare state, which are considered in the context of the social dichotomy between freedom and equality. It is noted that due to the historical experience of Ukrainian society related to social paternalism, it is extremely difficult due to social stereotypes and the inertia of social imagination to reproduce the existing European institutional and communication mechanisms of social partnership between the state and civil society communities. It is emphasized that despite its heterogeneity, the precariat community has the potential to become a driver of social change. The analysis centers around important factors contributing to the institutional and value modernization of the precariat as a certain "ideal type", a driver of social change. Attention is focused on the danger of the theoretical foundation of utilitarianism, which inhibits further value changes. The need to build the foundations of a network society in Ukraine as an important factor in the social dialogue between the precariat and the welfare state is being updated. Contradictory approaches to the theoretical and practical foundations of the new social order are synthesized. The importance of the spread of horizontal ties, cooperation of the welfare state with social groups of civil society regarding the recognition of the idea of social rights as a component of social freedom is substantiated. The Scandinavian model of social partnership between the precariat and the welfare state is considered as an important example for the institutional and moral renewal of Ukraine.
