Abstract

The article examines the issue of the influence of monetary instruments on the labor market of Ukraine in wartime conditions. The level of unemployment in Ukraine during 2013-2022 was analyzed and conclusions were drawn about the trend towards its growth, which is clearly observed in 2020 due to the spread of the COVID-19 pandemic and in 2022 due to the full-scale invasion of the Russian Federation. The consequences for the national labor market, to which the military aggression of the Russian Federation led, are outlined. It is noted that long-term unemployment does not allow the state to fully use the labor potential for socio-economic development and at the same time reduces the economic capacity of the state. The dynamics of real wages and real disposable income of the population for 2013–2022 are presented. It is determined that the key problem that must be solved urgently is the transformation of the existing system of labor market organization into a positive potential for the socio-economic recovery of the country. And this involves a thorough analysis of negative internal and external factors that affect the finances of households, enterprises and the state, that is, they pose a direct threat to the economic security of Ukraine. It was established that the central task for the government during the post-war reconstruction of the country should be to increase the employment of the population. Monetary instruments can play a big role in these processes, especially in the context of creating new jobs. This will contribute to the reconstruction of the economic system by increasing the purchasing power of the population and reducing the number of poor citizens. It is substantiated that the paradigm of funding and legal regulation should be fundamentally changed in the labor market. In order for the effect on the labor market to have a long-term positive character, monetary instruments must be used for a long time.
