Abstract

Despite the similarity of the statuses of the exile governments of the Ukrainian People’s Republic (UPR) and Poland, the Polish government was much more widely recognized by both Western and Soviet governments (until 1945). The State Center of the UPR had to prove Ukraine's right for independence in front of the governments of the democratic world. The main problem of bilateral relations between the exile governments was the problem of the border between Poland and the USSR, which was established after the Second World War by the victorious countries. For a long time, this issue made it impossible to establish bilateral official and allied relations. The situation has changed since the 1970s after the signing of a bilateral agreement between the emigration governments.
