Abstract

Domestic socio-economic conditions are primarily characterized by the processes of decentralization, which are implemented through the fundamental principle of multi-level management - the synchronous action of state and municipal management bodies, therefore, the basic condition of municipal development in the conditions of decentralization has become its transformation with an orientation to adaptive processes that can ensure prospective territorial development. Accordingly, ensuring the financial and economic competitiveness of local territories involves the concentration of municipalities on the possibilities of finding tools for filling the revenue part of budgets and the justification of the implementation of priority development programs. Since the implementation of the powers and functions of municipalities requires the formation of a budget, based on the analysis of the structure, a significant share of its formation should be ascertained from the taxation of business entities. This determines the basic economic motivation of local authorities to promote and support the development of entrepreneurship as the basis of the economic potential of the territory, which has a significant potential for reproduction through other potential components of ensuring the competitiveness of territorial communities. The analysis of the functioning of the business segment in the municipal economy of the city of Kyiv was carried out. The potential strengths and opportunities of small and medium-sized businesses in the capital city have been identified.
