Abstract

The article discusses the challenges in the creation and development of day care services for children with disabilities. This is driven not only by the necessity to improve social support and awereness of the rights of children with disabilities and their parents but also in the context of increased vulnerability due to the socio-political and economic situation in Ukraine under wartime conditions. In the article, we aim to identify and characterize the challenges and difficulties of creating and developing a social day care service for children with disabilities based on the analysis of domestic and foreign experience of social support for families with children with disabilities. Through the analysis of scientific ublications, legislative documents, quantitative data, previous research findings, practical experience in service provision, and the results of a focus group survey of service providers, the article reveals and characterizes the current state of its implementation, as well as the challenges and difficulties faced by providers. It is established that the service encompasses a wide range of activities, including social rehabilitation, socio-labor adaptation, leisure organization, education, and aims to ensure the well-being of the recipients. Despite the high demand for the social day care service among its target recipients, there is an issue of limited availability due to a restricted number of institutions capable of providing such services. The research findings indicate that among the main factors contributing to this situation are the high cost of the service and the need for additional funding, inadequate exploration of service delivery possibilities for children with disabilities based on their individual needs and disability groups, lack of understanding of the service content by parents and community leadership, and insufficient qualified personnel. An analysis of the American experience in providing day care services for children with disabilities highlights its strengths and weaknesses, which should be considered when developing a domestic model for service delivery
