Abstract
The article is devoted to the study of the factors of ensuring the sustainable development of Ukrainian cities in the context of economic security in the conditions of post-war revival. Based on the results of the analysis, it was established that over the 20-year period 2003-2021, the share of the urban population of Ukraine increased by 2.4% and amounted to 69.8% in 2021, and according to 2022, 56.60% of the urban population of Ukraine lives in cities with a population of less than 1 million people and 14.32% of the urban population lives in cities with a population of more than 1 million people. Since 2022, Ukraine has observed a trend of population growth in cities with a population of more than 1 million people. The following components of the city's economic security system are highlighted: financial, industrial, social, informational, ecological, food. The factors that have a negative impact on the economic security system of the city and its subsystems in the form of threats have been established, and it is substantiated that the war significantly increases all identified threats and adds new ones: the possibility of destruction of the city’s infrastructure and the death or injury of people as a result of shelling, increased population migration, slowing down production of goods and services, lack of resources, including energy. It was determined that the sustainable development of cities provides an opportunity for people to get more comfortable living and working conditions. The following groups of factors ensuring the sustainable development of Ukrainian cities on the basis of economic security are highlighted: macroeconomic, institutional, economic, social, ecological, information and their composition. According to the results of the study of the dynamics of statistical data on expenditures of the budget of the city of Kyiv, for the period 2018-2021, an increase in the specific weight of expenditures on education by 1.83%, on health care by 4.48%, on social protection and social security, a decrease by 7.17%. In 2022, the share of all social expenditures from the Kyiv city budget decreased: on education by 3.49%, on health care by 3.64%, on social protection and social security by 3.14%.
