Abstract

Introduction. The article examines the current state and prospects of bank lending in Ukraine. The essence of the concept of “bank lending” is defined, the classification of bank lending and the principles of lending are studied in detail. The purpose of the article is to study the current state of bank lending in Ukraine, the interaction of the State, the NBU and banks with each other for the purpose of economic development, and to analyze preferential bank lending and its development prospects. Materials and Methods. The study was conducted using economic and statistical methods, methods of comparison, analysis and synthesis. The research was based on the data from official websites: The National Bank of Ukraine, the Ministry of Finance of Ukraine, the state news agency Ukrinform, the Entrepreneurship Development Fund, and the Diia unified portal of public services. Results and discussion. The study revealed the influence and importance of the NBU for the effective operation of banking institutions, and examined the interaction of the state with banks for innovative economic development. The volume of lending for 2019-2023 was analyzed. The most common programs of affordable concessional lending, in particular, “Affordable Loans 5-7-9%” and “eOselya”, were studied. The development of this program generates demand for construction products, which directly correlates with other sectors of the economy. At the same time, government-lending programs allow banks to increase their loan portfolio, which is a general component of the development of banking strategy. Thus, the current state of bank lending is studied, and the prospects for the development of bank lending in the near future are determined. Thus, the affordable lending program supports small and medium-sized businesses and helps them realize their ideas and goals. At the same time, the “eOselya” lending program is not only a support for the population, including internally displaced persons, but also an effective tool for investing in real estate. Conclusions. The global economic crisis caused by the COVID-19 pandemic has had a significant impact on Ukraine's banking sector. Thus, the level of bank lending decreased, which is primarily due to the instability of the national economy. However, thanks to the NBU's resilience and well-coordinated work, Ukraine's banking system was able to overcome the difficulties caused by the COVID-19 pandemic without any significant complications. The full-scale invasion of Ukraine by the Russian Federation on February 24, 2022, also caused a major shock to the Ukrainian banking system. Most banks suffered losses, as some branches stopped working, some of them were destroyed by military operations, there was a massive outflow of funds from customer accounts on the eve of the invasion, and consumer demand for banking products and services in general decreased.
