Abstract

The publication reveals the experience of the support system for children with disabilities and their families through the analysis of existing social rehabilitation services in Croatia, Lithuania, and Latvia. This investigation was carried out as part of the research on developing social rehabilitation services for children with disabilities and their families at the level of territorial communities in the war and post-war periods, financed by the National Research Fund of Ukraine, registration number 2022.01/0166. The analysis of international experience allows us to track family-oriented social policy and an integrated interdisciplinary approach to developing and providing social rehabilitation services for children with disabilities. It was determined that there is no social rehabilitation service in Croatia. Still, there are services for expert assessment of the needs of a child with disabilities and an early intervention service. Instead, in Lithuania and Latvia, there are social rehabilitation services, but they are administered within the framework of interdepartmental cooperation of several ministries, and the main emphasis in social rehabilitation is given to the psychosocial support of the family and the child. Among the common features inherent in the studied countries, it is possible to trace: a family oriented approach to the provision of services; and a transition from institutional forms of support to the development of rehabilitation services in the community. Social rehabilitation abroad includes expert professional assessment of the needs of the child and family and early intervention services as a comprehensive form of support for the family and child with disabilities. Also, in Latvia, unique social services have been found to support families raising a child who needs regular palliative care.
