Abstract

The article is devoted to the improvement of the regulatory framework of social order in Ukraine. Arguments for the importance of the development of social order technology for improving the system of social services for children as a form of ensuring their public interests are given in the research. The article analyzes the current state of the implementation of social order within the framework of the social service system in general, and children in particular. The paper analyzes the work of foreign and Ukrainian scientists regarding the actualization of the technology of social order within the framework of the modern system of social services, including social services for children. Barriers that prevent the implementation of social order in Ukraine are considered (insufficient financing of joint projects; lack of development of the regulatory and legislative framework; qualification unpreparedness of public organizations; inequality between state and non-state organizations in access to state funding; imperfect calculation of the cost of social services; problems of competitive tendering selection and determination of the ratio of price and quality of social services, etc.). An addition to the Law of Ukraine "On Social Services" regarding the implementation of a social order is proposed. It is proposed to develop a draft of the Law of Ukraine "On social order" and the vision of its main conceptual provisions is presented, including the possibility of determining the priority of social services for children and their families according to the social order procedure, especially during emergency situations when they need an emergency regime of social services due to a decrease in the level of social security.
