Abstract
The article analyses the municipal policy in the field of vocational education and training (VET) in Kyiv, in particular through the prism of the implementation of the Kyiv Education Comprehensive City Target Programme for 2019-2023 and its new version for 2024-2025. The programme is aimed at modernising the educational infrastructure, improving the resource provision of VET institutions, raising the prestige of blue-collar jobs and developing vocational guidance. It also includes measures to decentralise governance, promote public-private partnerships, and introduce a system of regional ordering focused on training in line with labour market needs. The analysis shows that, despite its successes, Kyiv's vocational education system faces a number of challenges. In particular, the key problem is the mismatch between the structure of graduates and the needs of the labour market. The main reasons for this are the lack of a perfect methodology for forecasting labour demand, as well as the high demand for higher education among young people, which often does not meet the real need of the economy for specialists in working professions. The authors also emphasise the low popularity of vocational education among school leavers, who often perceive a university degree as a prerequisite for a successful career. This exacerbates the structural imbalance in the labour market, which may lead to a shortage of skilled workers in Kyiv in the future. The article argues that in order to improve the effectiveness of the city's VET policy, it is necessary to improve methods of forecasting labour market needs based on short- and medium-term assessments, which will allow for faster adaptation to changes. Other promising areas of development include creating conditions for a flexible approach to the formation of regional orders, updating curricula on a competency basis, intensifying career guidance among schoolchildren, and integrating public-private partnerships to improve the material and technical base of VET institutions. The findings of the study indicate the need to revise approaches to workforce training in Kyiv to meet current economic requirements, which will contribute to the city's sustainable development and increase youth employment
