Abstract
The article reflects the importance of studying the issues of institutional capacity of higher education in terms of achieving sustainable development goals. The author proposes to consider the institutional capacity of higher education through the assessment of different types of potentials. The article considers some types of potentials. The research potential of the industry is analyzed through the number of researchers involved in performing scientific research. The problems of forming institutional capacity in the field of higher education are analyzed. A list of grants that have covered higher education and science in recent years is shown and a description of the project is provided, showing what goal this or that project sets. Conclusions are drawn about the lack of funding in the context of contributing to the achievement of sustainable development goals of higher education. Regulatory and legal support in the article is considered as a legal potential for achieving sustainable development goals in higher education.
