Abstract

The theoretical and methodological principles of further ways of functional development of the library of the 21st century have been determined. The functions of obtaining and processing digital resources by the library, in particular the implementation of data consolidation technologies, were considered. As an example of the formation of blocks of consolidated resources, the work of the national scientometric project the information-analytical system "Bibliometrics of Ukrainian Science" is highlighted. The trends in the implementation of the concept of open access to scientific resources in the organization of information and communication support for research are analyzed. Attention is focused on the importance of the presence of advanced information analytics services in domestic digital libraries of scientific institutions. It was established that the aggravation of the problem of full coverage of open digital arrays requires a significant expansion of the information and communication functions of library institutions. Conclusions were made regarding the development and implementation of innovative technological solutions for the consolidation of publicly available information on scientific communications. A set of technological solutions to ensure the interoperability of domestic information systems is substantiated. Provision of interaction with other information products without any restrictions on the basis of unification and standardization of open interfaces is considered. The importance of the presence of an information and analytical unit in the libraries of scientific institutions is emphasized. It is proposed to increase attention to the efforts of scientists, scientific and educational organizations and legislative structures regarding the concept of "open science".
