Abstract
The article examines the problem of qualification mismatch of young people in the Kyiv labour market in the context of current economic and social challenges. Based on the analysis of vertical (over-education) and horizontal (insufficient correspondence between education and profession) mismatches, the key imbalances between the training of personnel in the education system and the demands of the labour market are identified. Particular attention is paid to the role of vocational education, which in wartime is facing growing difficulties, including the migration of students and teachers, changes in the structure of the labour market, and reduced opportunities to forecast skills needs. The article also highlights the prospects for applying the model of professional and qualification forecasting developed by Ukrainian and international experts. At the same time, it is noted that in the context of war, this model has proven to be ineffective due to radical changes in the economy, destruction of infrastructure and demographic challenges. It is noted that in order to adapt the model, it is necessary to take into account new economic realities, in particular the growing demand for professions in the recovery sectors, such as construction, transport, energy, medicine, logistics, infrastructure, and the defence industry. Based on the study, the author proposes a number of measures to improve the system of vocational education management and regional ordering. In particular, the need for annual forecasting of labour force needs at the local level, improved labour market monitoring, development of new methods for diagnosing the supply and demand for skills, and ensuring data transparency for all stakeholders are highlighted. Particular attention is paid to intensifying cooperation between vocational education institutions and employers to align training with labour market needs. Thus, the article proposes a comprehensive approach to addressing the problem of qualification mismatch among young people in Kyiv and formulates recommendations for adapting the education system to the challenges of wartime and post-war recovery.
